Environmental Impact Report
Caltrans certified the Final Environmental Impact Report/Environmental Assessment (EIR/EA) on June 30, 2016. In total, 21 alternatives were studied, and three final alternatives were analyzed in the 2016 Final EIR/EA. Some alternatives were eliminated for not meeting the project purpose and need to protect the roadway from coastal erosion and maintain long-term regional connectivity. Other alternatives were eliminated as they would have resulted in greater impacts, such as a larger development footprint, significant loss of wetlands, or impacts to more resources, such as cultural resources. As a result of public input and Caltrans’ evaluation of potential environmental impacts associated with the three alternatives discussed in the Draft EIR/EA and public input, Alternative 19A was selected as the preferred alternative.
